Valletta Action Plan Integrated Cultural Heritage Management Plan (Urbact Hero:2009-2011)

The foundation of this document dates back to 2009when it was originally commenced and has been gradually established based on the CHIMP framework and criteria set by the HERO networkproject. However, to enable this plan to be as fully effective and accessible as possible we, have ventured to apply the following measures and standards; (i) Create a Character Appraisal as a system to analyse and evaluate fully the resources and assets of the City (ii) Use the World Heritage City Guidelines (iii) involve the EU 2020 Strategy (iv) follow the reference made by the Leipzig Charter and (iv) include the planning framework as applied and used locally.

The objective of this document is to layout the guidelines and the parameters set for the St.Augustine’s Community Interpretation Centre. It develops the principles by which an accessibility programme is set out to determine the various systems of interpretation to endeavour to make the Interpretation Centre accessible to all.
“Accessible design must be a part of this new philosophy of exhibition development because people with disabilities are a part of museums’ diverse audience. Discovering exciting, attractive ways to make exhibitions accessible will most directly serve people with disabilities and older adults. But to name an audience who will not benefit by these designs is impossible. Accessibility begins as a mandate to serve people who have been discriminated against for centuries; it prevails as a tool that serves diverse audiences for a lifetime.”

It develops the principles by which the equal opportunities programme is set out to determine the various systems of interpretation to endeavour to make the Community Interpretation Centre promoting “equality for all and diversity as an added value for society by empowering individuals as well as organisations”. New life for historic cities: The historic urban landscape approach explained (UNESCO: 2011)
UNESCO’s approach to managing historic urban landscapes is holistic by integrating the goals of urban heritage conservation and those of social and economic development. This method sees urban heritage as a social, cultural and economic asset for the development of cities.
The Historic Urban Landscape approach moves beyond the preservation of the physical environment and focuses on the entire human environment with all of its tangible and intangible qualities. It seeks to increase the sustainability of planning and design interventions by taking into account the existing built environment, intangible heritage, cultural diversity, socio-economic and environmental factors along with local community values.
FSKAA through its Interpretation Plan is striving to apply UNESCO HUL on the ground through the Community Interpretation Centre.
